Yes. But like on any roleplay site you need to work it out with the person you're playing first if the murdered pokemon isn't a NPC. Wild NPC pokemon can be killed as food resources for both trainers and pokemon (e.x, Amadeus' garchomp regularly visits areas around the school for a snack).

5. Do we determine HP here on MA?
HP is not determined on site. When battling with another trainer please keep in mind the stat points of both your pokemon and your opponents pokemon. Like when deciding whether or not a pokemon is knocked out or killed, please work with your roleplay buddy!
Pokemon should be roleplayed as their own character but don't count towards your limit of two characters per member.
Pokemon can be roleplayed in their own threads without trainers present and are to be titled similar to how threads with trainers are. For example, if Iris' absol is in the forest with Sinclairs Gligar, Titan, the thread should be titled as such.
"Yadayadayada [Prometheus/Titan]"

2. Can pokemon speak to one another like trainers can?
Pokemon can communicate through verbal speech (or psychic/ethereal projection of speech) between one another, but it will be heard as the pokemons grunts or chirps (or other appropriate noises) by trainers unless they have the gift to understand.

- Pokèmon exceptions:
Caterpie, Metapod, Weedle, Kakuna, Wurmple, Silicoon, Casicoon, Magikarp, Feebas
These pokèmon will -only- know what they learn naturally (through leveling up) - Move exceptions:
Foresight, Gravity, Miracle Eye, Odor Sleuth
These moves are banned
*Some moves are clearly designed to be used by certain type of pokèmon. For example 'Fire Fang' should be known by pokèmon who actually have fangs, 'Fire Stomp' should be used by hooved pokèmon (such as ponyta) or very large pokèmon.
