Nope! While there are many references in game that tie the spirits of human to ghost type pokemon, here on site ghost type pokemon and human ghosts are two separate entities entirely. Though they may share similarities and features, they are not the same.

Both ghost pokemon and human ghosts can be either corporeal (have visible shape capable of moving objects or touching people/pokemon) or incorporeal (invisible to semi-transparent and able to touch and move objects, or semi-transparent to solid form with the ability to touch and move objects).
